found 672166 3.22.0-1 thanks I was bitten by this bug, again: I have a guest user on a PC, and they wanted to have the clock in localtime. They cannot change the timezone, however, because I don't give them root. Nor do they have the skills to put a TZ variable in ~/.profile.
