I was bitten by this bug, again:
I have a guest user on a PC, and they wanted to have the clock in localtime.
They cannot change the timezone, however, because I don't give them root.
Nor do they have the skills to put a TZ variable in ~/.profile.

This is a regression compared to GNOME2: One cannot set the
timezone for the clock, only the timezone for the complete
system. My system clock is set to UTC, but I want the clock
to show my current timezone, which changes now and then.
