I've changed the format of the reconf-inetd files and it is now working.
I was going to suggest documenting the config file format in the man page,
(especially given that it is quite easy to misread xinetd.conf as inetd.conf)

The files you install under /usr/share/reconf-inetd are not valid
xinetd.conf(5) fragments (instead they are in the inetd.conf format).
