I don't want to add a separate libuser-ldap package now as I don't want
to pass through NEW just yet (people wait for this package).
I slightly updated the patch (without testing it). The rules part still
doesn't apply, but you just need to add an override to dh_auto_configure
and add those two ex

The attached patch should solve this issue by building a separate
libuser1-ldap package that contains the desired ldap and sasl modules.

libuser is packaged without ldap support (libuser_ldap.so is not
present). Building requires headers from libldap2-dev and libsasl2-dev
packages, and running configure with option '--with-ldap=/usr/include'.
