I was able to reproduce this and I've also got a gdb trace of the
problem (check attachment).
After a quick look at the source package for the plugin I noticed that
there's a Debian patch that's being used and that is changing the way
we get the rc file that is passed to xfce_rc_simple_ope

The FSGuard panel plugin doesn't seem to start on my machine.
This is what I do:
1. Right click on panel > Panel > Add New Items
2. Select Free Space Checker, click Add.
