Hi,
the problem seems to be a missing Build-Depends on python-babel.
I rebuilt the package with Babel installed (changing nothing else), and
localisation magically started working.

I could not get my trac interface localized.
I guess it is because the Debian package is missing the 'locale' folder
that is present in the upstream tarball.
Am I missing something?
