I do not understand how this could be possible since the file is not
supposed to survive a reboot

OK, after some investigation:
1. write_dev_root_rule works just fine if I comment
out: [ ! -e $RUNDIR/rules.d/61-dev-root-link.rules ]

Have a look at /lib/udev/write_dev_root_rule and find out what is wrong
with it.
