This is most certainly either a bug in libproxy and in webkitgtk.

The "correct" solution here is to upgrade libproxy to 0.4.7. The 0.3
release is no longer supported and the upstream resolution for this
exact bug was to upgrade to 0.4. Additionally the upstream developers
reported that they would not be fixing this (or any other) bug in 0.3.x

Downgrading libproxy0 to version libproxy0_0.3.1-2 "resolves" the
problem.
