rather than updating apt-file unconditionally if it's installed, and
thus considerably increasing the filesystem size, this should like all
the other hooks to regenerate indices be optional (
I've been suggested to split the bug into two. I'll let this one deal
with regenerating apt-file cache and I've filled new one to deal with
extra cleaning.
