I have the same issue.
Once user1 logs out it is not recognized by gdm3 preventing user2 to shutdown.
I also noticed that the screen lock works only for user1, switching to user2
does never ask for a pw.

Sorry, I hadn't seen your question. Here's the requested output after
logging out user1, before trying to shutdown with user2:
$ ck-list-sessions

I just upgraded from gdm to gdm3 and noticed the following bug.
When I log in with user1 and then from user1 choose "New login" and then
login with user2, there are indeed 2 users logged in. But when I then
log out with user2 and go back to user1
