I installed Ubuntu's libc: libc6-dev, libc-dev-bin, libc-bin, libc6,
locales, -libc6-i686.
I applied the patch and rebuild pmake which I also installed.
I installed the remaining build dependencies of makefs.
I built makefs without problems.

If you are really interested in pmake, have a look at
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=476267
pmake is not maintained for ages.
Nowadays crossplatform version of the NetBSD make
is distributed under name bmake.

Hi!
The pmake system makefiles hardcode several standard library paths,
which will make other programs break due to those being located in
a different place on multiarch.
I'm attaching a patch which should ideally fix this, although
