I am pleased to announce that I now have something working. It is for
my use case of usb drives and not congregating share holders entering
the tokens at the keyboard. That use case will take just a little bit
more doing.
High level:
I look for cmdline arguments rd.luks..key or rd.luks..li
I want to use to boot as well. I'm working on a solution in
fedora right now. In debian I would use the keyscript= option in
crypttab, but that doesn't appear to be available in fedora.
Thoughts on how to do it:
It would be awesome to have LUKS itself support some kind of , I'd

cryptsetup integrates well with initramfs-tools to allow block device
decryption from the initramfs to allow booting on an encrypted root
filesystem.
One common use case there is where the underlying block device uses
LUKS headers.
