This bug seems to have been fixed.
The changelog doesn't include anything that seems to be related, but
perhaps some of the build configuration changes indirectly did so.

I sometimes suspend emacsclient with C-z, in order to run some other
commands in the terminal it was started from. When I attempt to
resume it with the shell command 'fg', it does not resume. I have to
send it a SIGCONT signal as well before it
