sorry, the problem is not libtommath-dev.
Problem is an file from libclamav-dev (libclamav.la) which has an dependency
on libtommath.la. If i remove libclamav.la all is fine and the system has an
right dependency
against -lclamav.
Maybe we can reassign this bug to libclamav(-dev)?

it seems that in the new Package the libtool archive has been removed:
/usr/lib/libtommath.la
This is stated within changelog of version 0.42.0-1.
My Package c-icap-modules requires these file and won't compile without this:
