Deleted and rebooted. No file was not recreated and no change: the cdrom
still does not work.

This is totally wrong, you are confusing = and == for a start.
And it's not supposed to be needed anyway.
Please delete it and then reboot.

I cannot mount my cdrom drive. The drive has permissions

and everytime I try to mount the cdrom, via KDE automount or manually via CLI
