I might be wrong, but IMHO there are three problems in the following order:
1) MTXrun | resolvers: warning: no lua configuration files found
The "--verbose" option reveals, that mtxrun defined the lua configuration
(resolvers.luacnfname) with texmfcnf.lua, whereas we only have contextcnf.lua
