You would be wanting the libc-ares-dev, then; libares-dev packages the
code that c-ares forked from (and should probably be removed from the
archive...)

Looks like newer releases are available for c-ares. It will be great if
a new version can be uploaded into unstable or experimental. I would
like to build curl with ares support (bug #570436).
