okular-extra-backends seems to be only necessary when
you use the the KHTMLPart widget which is not the default.
IMHO kchmviewer should recommend okular-extra-backends
instead of depending on it.

Package okular-extra-backends must be installed because it contains
/usr/lib/kde4/kio_msits.so which is used by kchiviewer to read chm
files. Otherwise user gets:
"Unknown protocol 'ms-its'"
error message when attempts to open chm file.
