The concerns I raised in the bug have still not been addressed.
1.) INSTALL.pgsql.txt needs to include the steps to create the database
like the INSTALL.mysql.txt doe

as you are suggesting, instruction on how to set up drupal on your box are
already in
/usr/share/doc/drupal6/README.Debian.gz
(this is the default file for Debian-specific instructions, BTW). Section 3
instructs admins to execute the install.php script (i.e.
http://localhost/drupal6/
