A few changes:
Place this as /usr/local/bin/normalize-audio
In k3b, place the search path /usr/local/bin/ at the top of the list.
(or at least above /usr/bin). Alternatively, simply add
/usr/local/bin/normalize-audio (yes, as a search path) and put it at
the top... this forces it to be seen before

A solution has been found by the Ubuntu guys and I've tested in my debian
squeeze and it works too:

In short, the problem is that the version returned by normalize-audio --
version is "normalize 0.7.7", and "normalize-audio 0.7.7" is ex
Just a note that this bug is also present in K3B 2.0.0 in Squeeze.

Although normalize-audio is installed, K3B cannot find it. Even if I set the
explicit path to normalize-audio in K3B's configuration dialog, it does not
help. This seems very similar to a closed bug from last year (549221) that was
fixed with a patch from Roderick
