The same happens to me; only in the tty1 console. The echos happen even
after the logon; for example if I press arrow-up to browse the bash
history I see ^[[A on the screen and I can't browse the history. The
same for the autocompletion pressing tab.

I dont know when or how i got to this situation but tty1 echoes
everything I type, including passwords.
