I don't see how yum could be at fault here, the python trace dumped when
starting mock shows an error in python-urlgrabber.
Besides this, as I know that Debian just finished a transition to python
2.6, so I just tried to use yum in it the following way:
yum -c /tmp/chroot_centos/yum.conf -y

FC13 is running:
- python 2.6
