It actually checks for the bug (see PhpRefCallBugTester in
maintenance/install-utils.inc), not the version number.
I've verified this running Debian's PHP 5.3.1 built-from-git and MW
built-from-sv

Hence the user will skip the bug titled "...sessions" as there is no way
he assumes it could be the same bug, as he would have never got that far
running Mediawiki.
