I adopted a compromise that will be possible in redmine 0.9.0
(the release candidate, not the svn trunk version).
See future /usr/share/doc/redmine/README.Debian, at section
"MANUAL INSTALL / RUNNING AS UNPRIVILEGED USER"
The package will be available soon !

The fix we agreed upon is wrong.
1) more files/folders are concerned :
640 root:www-data /usr/share/redmine/config/initializers/session_store.rb

chown nobody:www-data session_store.rb
be a solution ?
Also,
why would passenger run as nobody ?
Would it make more sense to run it as www-data ? If yes,
i guess some discussion with passenger package maintainer
would help us finding a solution.
