This bug seems to be fixed in 2.29.91 which has already been uploaded to
Unstable.

I was able to reproduce the bug here, it consistently crash the browser.
I have epiphany-extensions installed, and activating the plugin is the
only way to have Actions in the Edit menu by the way.
