I am not sure if it is intentional if the loadcpufreq script do not
run when the package is installed, but if it isn't, then this patch
will make sure the debhelper autogenerated code load it at install
time when installed after the first time installation.

I've installed cpufrequtils but the postinst script doesn't start the
loadcpufreq initscript.
It looks like the section in the postinst is being written by debhelper... so
is it intentional or not?
I've screwed up a bit before realizing
