hw-detect now uses an unmodified firmware.agent from stock
udev. If you add the file back to udev-udeb we can remove
it from hw-detect.

If we want to move firmware.agent back into udev-udeb, we can do that.
My current code does essentially the same thing.

This no longer works; PHYSDEVDRIVER is not set.
In turn this breaks check-missing-firmware, so it never tries to load
firmware.
