I had a look at this issue, and made a patch proposal to fix it. To
make sure the package is installable also when no syslog server is

Indeed, $remote_fs is required here. ($local_fs is implied, but there's
no harm in listing them both if one so

enabled itself on most systems chrony is started befor syslog which doesn't
look right.
Please make $syslog a dependency in /etc/init.d/chrony.
