Checking the status of this bug, METIS_PartMesh* is still absent from
SCOTCH_Metis.
As far as METIS_WPartGraphKway and METIS_mCPartGraphKway go,
these functions do not exist in metis 5.1.0. There is only
METIS_PartGraphKway and METIS_PartGrap

This is a good drop-in replacement for non-free metis for many purposes,
but it is incomplete. Please add the functions METIS_PartMeshDual and
METIS_PartMeshNodal.
