You shouldn't need this by default. I know that I never had.
The example is there to give you a hint if you have problems, but
I think enabling it by default would be a bad idea.

Hi,
The line "post-up ethtool -K eth0 tx off" is commented out in
/etc/network/interfaces. Why? So far, I have always had to un-comment it.
