running when it asks for a password, and when it doesn't?

I'm using XFCE4 together with xdm. When I choose "Shutdown" inside XFCE,
it sometimes asks me for my password, and sometimes not. I haven't
noticed any pattern in this behaviour.
In my /etc/sudoers, it is specified that I can run
/usr/sb
