Instead of running chmod again after every update you can modify the
dpkg database once,
overriding the access bits hardwired in the *.deb file:
dpkg-statoverride --add --update root haclient 04754 /sbin/drbdsetup
dpkg-statoverride --add --update root haclient 04754 /sbin/drbdmeta
