This is true, but there are two obvious solutions:
1. Edit the global configuration file.
2. Specify an alternative configuration file, containing
for example, "password = 0" via --config=./my.conf.conf

The xen-create-image script (and possibly related xen-tools scripts)
contains no way to disable a flag enabled in /etc/xen-tools/xen-tools.conf.
For example, I can specify xen-create-image --passwd, but if the config file
contains passwd=1, I can not override
