Hello,
As far as I understood, armel is still optional, so I don't think
this qualifies as an RC bug; therefore downgrading the severity.

Package: libintl-gettext-ruby1.8
Version: 0.11-10
Severity: grave
Justification: renders package unusable
intl.so should be installed into /usr/lib/ruby/1.8/arm-linux-eabi/ so that
ruby can find it. Currently it's installed into /usr/lib/ruby/1.8/arm-linux/
