To my knowledge dh_icons is indeed only available in debhelper since 5.0.51
while in etch we have 5.0.42.
We do specify a minumum of 5 only which is therefore not correct, and this
needs to be bumped to 5.0.51.

When trying to backport rutilt in etch from the sid source I got "make:
dh_icons: Command not found".
Backporting and installing debhelper from the lenny source solved the
problem.
