In brief summary, it looks like the current libsoundtouch
I've been doing some work on the Ubuntu version of this bug

and this is what I've discovered.
libsoundtouch1-dev is already a build dependency, but wasn't set to
compile against it. Adding --with-soundtouch=system to
DEB_CONFIG
The solution to this problem is to add a build dependency "libsoundtouch-dev"
.
From the audacity developers, as "soundtouch" has not been modified by
audacity team for a while now, it is no longer included with the release
tarballs and system libraries should be used instead.

Apparently, the latest version in Debian was not compiled against the
soundtouch library. See this post:

effects are not available too.
