the page [1] says that the build on s390 was successful on 2007-10-26. One day
later version 3.13-1 was accepted for testing [2]. So this cannot be a reason
for the old version anymore.

bluez-libs is marked Not-For-Us on s390. This is blocking
builds/testing migrations of bluez-utils and others. I don't see
I failed build of bluez-libs, so perhaps this is a mistake?
Else, please note so, so we can request ftp-masters to
remove bluez-libs and related packages from s390.
bluez-utils is sitting there being unable to be uploaded to testing for 67
days now because 'it is not yet built on s390':

The current version in SID (3.13) is getting obsolete,
because many important new features were introduced recently.
