You are right. The first time lastfm runs it checks for a locale, but it doesn't check LC_MESSAGES. A patch will fix this soon. However, after that first run lastfm stores its language setting in ~/.config/Last.fm/Last.fm.conf. If you want to change it later, you need to go in Tools | Option
