in texmf.cnf, earlier entries overwrite later ones.
/etc/texmf/texmf.d/90tex4ht.cnf tries to change the setting of
TEX4HTINPUTS, but fails to do so because tex-common defines it in
85Misc.cnf.
Ideally, tex-common should have a working
