I confirm this bug. Although makedev is installed before udftools, but
in chroot environment, the /dev/MAKEDEV does not exist, since
ln -sf /sbin/MAKEDEV /dev/MAKEDEV
is not done by the function "create_dev_makedev" in /etc/init.d/udev. I
