I think the submitter run stable. At least the version information
tells that.
However stable contain 028stab18 so that may be the reason.
In that case the problem is fixed in the version in unstable + testing
release 028.39.1d2.

Apparently it was fixed in newer OpenVZ kernel (028stab019, to be
precise). Are you using Debian stable?
