This bug has woken me up many a Sunday morning. It should really be
marked "Important" that one's webserver is prone to randomly shutting
down and not coming back up.

I can confirm having the same exact problem here.
I changed apache logrotate script to do a graceful restart using
apache2ctl instead until the init script gets fixed.
The server is using mod_python, which causes a slower shutdown. The 10
seconds sleep is not enough in that case.
