"aptitude install debian-archive-keyring" may work, but only once you have
successfully downloaded a package list which contains it.
http://archive.debian.org/debian/pool/main/a/apt/apt_0.5.28.6.tar.gz is another
solution to this problem.
I don't believe apt should merely suggest a solution in
aptitude install debian-archive-keyring
