Yes, that should be in /etc/emacs/site-start.d/50html-helper-mode.el
Anything added into auto-mode-alist and magic-mode-alist there should be
autoloaded.

Not that it changes much, but you can get the
php-html-helper-mode by:
- installing html-helper-mode
- placing
(autoload 'php-html-helper-mode "html-helper-mode" "html-helper-mode" t)
in your .emacs file
