Could it be that you use mawk? On my machine, where the build works, I
have both gawk and mawk, but gentexifiles chooses gawk. OTOH, you
should have gawk too, as libtemplates-parser build-depends on quilt
which depends on gawk.

The problem is that upstream's script, docs/gentexifiles, explicitly
uses /bin/sh in its shebang line. I've added a patch to change that to
/bin/bash; I see no obvious reason why dash should fail with this simple
script, but I am pressed f

Yes, here it is.
Actually this is only reproducible with /bin/sh linked to dash, it works
fine with bash. So I downgrade the severity.
