This has come up before. The ntp upstream code does not provide an
include file mechanism for config files.

Automatically configuring ntp is not policy compliant for the moment
as one needs to edit conffiles (etc/ntp.conf and etc/default/ntpdate) in
the process.
A solution might be to include some file if it exists in the
configuration...
