HeVeA should indeed work with texlive-base since it needs from tex only
latex and dvips. However I cannot test it since I cannot install
texlive on my machine (bug#351707). I will upload a fixed version of
hevea as soon as I can test it with texlive.

a new Tex distribution was added to Debian: Tex-Live. It would be great
if your package supports it. To do so add an appropriate dependency rule.
An alternative of tetex-bin | texlive-base should be enough, but check
what your package really n
