Thanks for posting the followup -- just to confirm that downgrading works.
It's a relief to have diagnosed the problem, this caused me much grief.

Debian Release: sid
APT prefers unstable
APT p
FYI, I have the exact same problem, and I am definitely using the latest
kernel-package in sid:
$ dpkg --list kernel-package
.
.
.
ii kernel-package 10.031 A utility for building Linux kernel
related Debian packages.

This does look like a k-p issue. I thought I had fixed this in
10.22, but I'll see if it still exists, or he is using a k-p from
last month.
