This bug was filled against release 2.0-1sarge2. At Debian the last
supported release is 2.4.0-6.
So I close this 12 years old bug.

user nobody
group nogroup
is set in the config. Edson suggested the following on the openvpn mailing list:

patches. I have two servers running on different machines on
different subnets, both of which exhibit this exact same behavior.
