Seems this bug may be specific to the systemmax laptop here at debconf.
I tried rebooting d-i running on an ibm thinkpad with the same kernel
and busybox and it worked ok.

This is a busybox bug. If I build d-i with busybox-cvs, ctrl-alt-del
works. With busybox 1.00-3, ctrl-alt-del does nothing.

Well, init is pid 1 and cad_pid has 1 with 2.6.12, and ctrl-alt-del
doesn't work. Ah, there's a ctrl-alt-del that

Where is /proc/sys/kernel/cad_pid updated in
Package: debian-installer
Severity: normal
d-i daily builds containing the 2.6.11 kernel can no longer reboot on a
ctrl-alt-del. Running shutdown manually works, it seems that either it
is turned off by default now, or broken in that kernel, or busybox
doesn't work right now.
