With recent dpkg-cross, tpkg-install-libc no longer installs the includes for
cross-development in /usr/-linux/include, but in
/usr/-linux-gnu/include. Hence gcc configured for -linux cannot
find them.
I noticed this while trying to build a toolchain for mipsel-linux.

I'm having exactly the same problem, building gcc-sparc-linux.
I ran 'tpkg-install sparc-linux', which should install the target's libc
headers itself.
